As part of the nationwide program “Taza Kazakhstan”, initiated by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the Ministry of Ecology and Natural Resources continues the systematic reform of the waste management sector.
A key milestone in this process was the approval of the Concept for the Management of All Types of Waste for 2026–2030, adopted by the Resolution of the Government of the Republic of Kazakhstan on December 31, 2025.
For the first time, this document establishes a comprehensive model for the development of the sector and provides for the creation of a National Waste Management Center, which will be formed through the transformation of Zhasyl Damu JSC. The center will serve as the coordinator of the waste management system in the country.
During the strategic session of Zhasyl Damu JSC, deputies were presented with an updated waste management system model aimed at improving transparency and efficiency in the sector.
The model includes:
digitalization of accounting and monitoring of waste generation and transportation,
expansion of municipal solid waste collection services in rural settlements,
addressing the issue of accumulated industrial waste,
strengthening control over hazardous waste.
It also предусматривает improving state regulation, developing the secondary resources market, and expanding recycling infrastructure.
To implement the new system, improvements to the legislative framework will be required, making the support of the Parliament of the Republic of Kazakhstan especially important.
The implementation of the proposed solutions will help create a modern and transparent waste management system, increase recycling rates, and reduce environmental risks.
