JSC Jasyl Damu announces the start of construction of a paper and cardboard production plant in Pavlodar

As part of the Head of State’s directive to build waste recycling plants in major cities and develop the waste management system, construction has begun on a modern paper and cardboard production facility in Pavlodar.

The project is being implemented by QazRoyalPac LLP, a domestic company registered on July 26, 2024, in Pavlodar. The company’s main activity is the processing of cellulose and waste paper to produce paper and cardboard.

The plant is being built through a concessional financing mechanism funded by the recycling fee. Financing is provided via Jasyl Damu JSC and the Industrial Development Fund at an annual interest rate of 3% for up to 15 years, with a grace period of up to two years. Since the facility is located within a special economic zone, it will benefit from tax incentives.

Gulnar Kaidarova, General Director of QazRoyalPac LLP, noted:
“Currently, most paper and cardboard in Kazakhstan is imported. Our project will process domestically collected cellulose and waste paper, supplying the local market with locally produced paper and cardboard. The total project cost exceeds 16 billion tenge. Funding is allocated through the recycling fee via Jasyl Damu JSC and the Industrial Development Fund.”

The Ministry of Ecology and Natural Resources, together with the National Chamber of Entrepreneurs “Atameken,” has already approved 67 similar projects proposed by regional akimats, 43 of which focus directly on waste recycling.
